During the 2017-2018 heating season, more than one million "coal to electricity" users in Beijing enjoyed the peak and valley electricity price policy and the government's electricity price subsidies, and used cleaner electric heating.
Liu Shumin, who lives in Cuijialou Village, Lucheng Town, Tongzhou District, is one of the millions of Beijing citizens. This is the second year that her family uses electric heating, but compared with the last heating season, Liu Shumin found a change in her own electricity meter: "Last year, our household electric heating, also said to enjoy the peak and valley electricity prices and government electricity subsidies, but the electricity generated by heating is paid, subsidies can be returned to our hands after the heating season; This year is different, the electricity price in the meter directly deducts the municipal and district two levels of government subsidies, every night is 1 dime 1 KWH electricity, we people look at the heart also at ease!"
This slight change stems from the optimization of the process of residents' electricity subsidy for "coal to electricity" by the State Grid Beijing Electric Power Company. It's not a big deal, but a few years ago, such a change would not have been so easy for power grid management.
"A few years ago, smart meters in Beijing were not yet popular, and if the new electricity subsidy policy was to be implemented, metering equipment had to be replaced door-to-door. Not to mention the need for additional capital investment, the project volume of more than 1 million households alone will be enough for us to do the first half of the year." As the director of Metering Department of Beijing Electric Power Marketing Department of State Grid, Li Ji has witnessed the promotion process of smart meters in Beijing. He told reporters that in the past five years, the number of smart meters in operation in the Beijing area has increased from 1.7 million to nearly 8 million now, covering more than 99% of residential customers in the city. "Now with smart meters, we implement the new tariff subsidy policy for 'coal to electricity' users, and can change the meter parameters with just a finger in the background, and the whole work will not take a month."
In fact, the smart meter Li Ji said is not a high-level object, but anyone with some life experience will not feel strange to it. Through blinking electronic screens, smart meters not only record the amount of electricity used in the home, but also prompt customers to pay their bills on time.
In the past few years, the State Grid Corporation has replaced 450 million smart meters and installed more than 40 million data collection terminals within its business scope, covering more than 99% of electricity customers. But it is too simplistic to think of this as a more convenient way of measuring electricity. In the eyes of electricity professionals, smart meters are very powerful.
"Traditional meters only have the most basic power metering functions, and now we promote smart meters, information collection, storage functions in one, but also include more intelligent interaction and communication functions." In the past, we rely on human detection, power supply workers with thermometers, one transformer to run, time-consuming and laborious not to say, the accuracy of the measured data can not be guaranteed; Now with smart meters, through the data acquisition terminal, we can directly get real-time data of each transformer, so as to calculate the load rate, and timely increase the capacity of the station area." Li Ji told reporters that in the 80,000 power supply areas of Beijing, the minimum interval of data upload time is 15 minutes, and the longest upload time is only once every hour.
It can be seen that smart meters provide solid technical support for the lean management of the power grid. This is also confirmed by the data released by the Marketing Department of the State Grid Corporation: from January to October 2017, the line loss rate of the State Grid Corporation within the scope of business decreased by 0.76 percentage points, the line loss pass rate of the station increased by 47.39 percentage points, the remote daily monitoring rate of the station reached 91.9%, and the automatic calculation rate reached 97.4%. The automatic collection also realized hour-level online monitoring of voltage and power load in more than 4 million public transformer stations, and found 618,000 overload units and 273,000 overload units, solving the problems of large traditional manual measurement workload, long statistical period, information distortion, and low monitoring efficiency.
Using intelligent metering, the State Grid Corporation has also realized real-time scheduling of the supply and demand balance of the source network load, which has changed the situation that the electricity load could not participate in real-time scheduling and trading in the past, and has realized the collection and monitoring of more than 700,000 distributed power supplies and more than 20,000 non-uniform power plants.
In the future, smart meters will play a greater role in serving distributed power grid connection, charging electric vehicles, and providing energy use solutions.

"At present, 200,000 electricity customers apply for this business every year." Li Ji added.
Not only in Beijing, but also within the scope of the entire State Grid Company, the smart payment business based on smart meters has quietly entered thousands of households.
In Jilin province, Kong Guoyu, who lives in Longpu Village, Chaoyang Chuan Town, Longjing City, Yanbian State, is over sixty years old and his legs are inconvenient. Now there is a smart payment business, Kong Guoyu no longer need to go to the power supply business hall to pay electricity. "Now the electricity at home is paid first, and then electricity, and when the electricity balance is not enough, it will send us a text message reminder." I'm not very good with my phone, so I send a text message to my daughter, who is away from home and can also pay my electricity bill through the 'Palm Power' APP."
"This is partly due to the 4G network providing users with strong mobile payment capabilities, and on the other hand relying on smart meters covering the home." In this regard, the State grid Jilin Electric Power Co., LTD. Chairman, Party secretary Wang Jinhang said that the emergence of smart meters for the transformation of power marketing services to provide the possibility, "It is like a computer installed at the door of each customer, at any time to collect, processing, transmission of electricity data, we want to conduct in-depth analysis of these data, This will fundamentally change the traditional 'copy, check and collect' business in marketing services."
Power supply services have entered the "fingertip era", and more and more electricity customers are accustomed to using Internet electronic service channels such as "Palm Power" APP, "Electric e Bao" APP, and 95598 website to pay electricity charges. At present, the State Grid Corporation electronic channel registered users have reached 270 million households.
Of course, the improvement of the power supply service by smart meters is not only reflected in the payment of electricity bills. In the daily emergency repair service of electricity, smart meters also have a "useful place".
At 6:21 PM on September 15, 2017, the power supply service command center of Jilin Changchun Power Supply Company received a series of power outage repair calls from the community near Limin Street, Nanguan District. Almost at the same time, data from power consumption information collection, production equipment geographic information, distribution automation and other systems are displayed on the large screen of the command center. After just a few tens of seconds, the comprehensive data analysis, the fault range is quickly locked. When the emergency repair instructions were sent to the handheld terminal of the distribution repair class monitor Gao Rui, only 120 seconds passed from the first repair call.
120 seconds of emergency repair dispatch time is almost unimaginable in the traditional power supply service, such "speed" depends on the powerful information collection, monitoring and communication functions of smart meters. It is understood that up to now, the State Grid Corporation has used smart meters to push 44.497 million shutdown and power-up events, involving 27.462 million electricity customers, greatly improving the efficiency of emergency response and disaster assessment, and further shortening the rush repair cycle.

With the rapid development of modern society, people are becoming more and more dependent on energy, especially residents living in big cities, and even don't know how many "watches" there are at home. Water meters, electricity meters, gas meters, people may only be aware of their existence when the staff reads the meter and charges it.

Wang Xiaodong, from the Metrology Research Institute of China Electric Power Research Institute, told reporters that in the future, the "tentacles" of smart meters will not only be limited to outside the customer's door, but also extend to the service of distributed power grid connection, electric vehicle charging, and providing energy solutions.
